If you are just reflashing the OEM tune then any Ford Dealership should be able to take care of you.
If you are modifying the tune then you need a tuner and the process becomes more complicated. I suspect you are intending to modify an OEM tune. In that case Google tuners and pick one with a good reputation, that you like, near you.
this ecm is not flashable, however it is broken out in binary editor and is chippable. its strategy is czajl and one of the most complicated eec-iv computers
This would be a good reason to go to a newer more user friendly ECU. I use BE and I have never seen an ECU which BE could read that BE could not flash. That said, I'm back to my original point, if it is so hard to work with (and as old as it is, meaning no rebuilt units from Ford) then the short way home is go to a more modern, easier to use ECU.
