Don't think there is a difference. There is a difference between the romeo and windsor blocks though. Not sure which is which, but one is supposedly stronger and one that has larger bolt holes for the timing cover. Again, not sure which is which.

The Windsor block has the larger holes. Same on the heads (i.e. the Lightning power steering pump bracket holes). You can tap the Romeo blocks to work in a Lightning, however. The heads you'll just have to find some smaller bolts for that bracket (no biggie). Also, the Windsor heads have more valve cover bolt holes.

What about a difference between a non-PI motored block and an 03-04 cobra block? Any major differences?

    From the SHM Book:
"The major difference between the two is the main bearing caps and the main bearings themselves. Each of these engines uses different main bearin sets that are not interchangable. The 99-01 main cap uses one time only torque to yield bolt. The cap fits snugly between the case sides. The 93-98 main cap uses a jack screw in the side of the engine case to preload the side of the main cap, while a side bolt through the center of the jack screw secures the assembly. The side bolt on this model is reusable."
