When you get access to the CCRM back probe the Green/Yellow stripped wire to see if you have power going to the FPDM. When you turn the key on you will only get power for a moment . It dosen't have constant power unless the car is running. The CCRM sends the signal to turn on the FPDM which in turn operates the pumps. If you have power at the G/Y wire then the problem is not at the CCRM.

Did you reconnect all that wires that you disconnected for the swap? You should have only had to take off the COP's and the injectors. During the pump swap did you disconnect any other wires besides the two pump leads?

Oh and another thing, you said that when you turn the key that your fan comes on? That is a indication that your PATS is activated also, check to see if your thief light is still not blinking when you turn the key. Just another troubleshooting idea. It did that when I did my conversion.
